Heating Oil and Propane

The State Heating Oil and Propane Program (SHOPP) is a program to collect and publish heating oil and propane pricing data for Kentucky as well as Midwestern and Eastern states during the heating season.

Program Overview

The program is a joint effort between state energy offices in the 23 participating states and the U.S. Department of Energy/Energy Information Administration (EIA).

The program was implemented in the 1990-91 heating season as the result of the 1989 propane supply disruption and the overwhelming demand for continuous monitoring of propane and heating oil supply. The hardships experienced by propane users during the December 1989 cold-snap in the Northeast and Mid-Continent areas made the need for timely supply information imperative. During 1990, propane data were collected and provided to Congress and others upon request. Kentucky has participated in the program since the 1994-95 heating season.

Residential heating oil and propane prices are collected via telephone surveys of dealers. The list of dealers is generated at the beginning of the season by EIA using a random sampling technique. Federal law requires that these selected companies participate in the program. Also, Federal law requires that all specific pricing data acquired from the dealers is kept strictly confidential.

The surveys are conducted by state energy offices in each participating state. The Kentucky Division of Renewable Energy and Energy Efficiency conducts the survey in Kentucky. The surveys are conducted every Monday beginning in October and ending in mid March. The pricing data are sent to EIA each week where a weighted average is calculated for each state for each category. The resulting pricing averages for each state are then made available to the public.

SHOPP provides state and federal governments, the press, policy-makers, consumers, analysts and others with up-to-date information on retail heating fuels prices during the heating season. Because of supply and price instability in heating fuel markets there is a need for communication between heating fuel marketers and the government.
