Energy Assistance

The following agencies and commissions can provide energy assistance in Kentucky.

General Energy Assistance Agencies

Aging Services, Division of
The Office of Aging Services is the designated State Unit on Aging under the Older Americans Act. The Office mission is to develop community-based systems of care that foster independence and quality of life of older persons and young functionally impaired adults. Services include Homecare, Adult Day/Alzheimer's Disease Respite, Ombudsman Services, Senior Employment, Personal Care Attendant Services, Benefits Counseling and other services such as congregate and home-delivered meals and supportive services.

Attorney General, Office of the
Investigates customer complaints, and enforces consumer protection statutes.

Community Action, Association for External Link
Administers the Low-Income Home Energy Assistance Program (LIHEAP) External Link, which helps approximately 150,000 Kentucky families pay their utility bills each winter. KACA operates the program under a grant from the Kentucky Cabinet for Families and Children. KACA then subcontracts the program to the network of Kentucky’s 23 Community Action Agencies, which have at least one staffed office in every county in the state.

Emergency Management, Division of
Provides emergency management support. Coordinates emergency shelters and warming centers. Coordinates an Emergency Management System of mitigation, preparedness, response and recovery to protect lives, environment and property.

Energy Policy, Office of
Coordinates and facilitates the flow of information between state, federal and non-governmental agencies during an energy emergency. Provides coordination for propane, heating oil, kerosene, gasoline and diesel fuel issues. Helps promote energy efficiency and conservation.

Fire Marshal, Office of the State
The State Fire Marshal enforces various codes to ensure that all public structures, facilities and regulated vehicles are maintained in such a manner that all occupants and users of these facilities will be protected from fire, explosion or other similar hazards.

Health and Family Services, Cabinet for
Provides funding for the low-income home energy assistance program (LIHEAP) (External Link) and the weatherization assistance program (WAP) (External Link) operated by KACA (External Link). The Cabinet also operates a number of programs that provide assistance for low-income households, the elderly, children and other at-risk individuals.

Local Development, Governor's Office of
Assists in the coordination of energy issues with local governments and municipally owned utilities.

Motor Vehicle Enforcement, Division of
Serves as the lead agency to determine if exemptions to Federal Motor Carrier Safety Administration (FMCSA) regulations are appropriate and/or required.

Public Service Commission
Provides oversight for regulated natural gas and electric service.

Weatherization Assistance Program External Link
The Weatherization Assistance Program (WAP) provides lower energy bills and energy consumption for low-income households by providing a variety of conservation measures including adding or increasing attic insulation, performing duct sealing, adding wall or floor insulation, repairing or replacing inefficient heating systems and more.
